ARTICLE I
NAME
The name of the party is Nationalist People’s Front (NPF)
ARTICLE II
EMBLEM
The emblem of the party is an earthen lamp (deepak)
ARTICLE III
FLAG
The flag of the party shall be a blue flag with an earthen lamp and a white pigeon. The length of the flag should be 1 ½ time its width.
ARTICLE IV
IV- A MEMBERSHIP
- The applicant should be an Indian citizen with a proven track record in field of education, profession, enterprise, social work or policy-making and would devote his/her life selflessly for achieving the objectives of the party.
- The applicant should be above 18 years of age.
- The applicant should not be associated with any other political party.
- The applicant should believe in the constitution of the party and resolve to follow it.
- The applicant can apply for either active membership or support membership.
IV-B ACTIVE MEMBERSHIP
- An active member has to go through an admission process.
- An active member will be responsible for party's actions.
- Only an active member may be an office bearer, upon taking an oath.
- The active member should carry out the decisions of the party faithfully.
- The active member should promise not to derogate the party’s image.
- The active member should declare details of his/her financial assets and source of income, before joining the party and annually thereafter.
- The active member should resolve not to use power and information, earned by virtue of being a party member for personal interest or gain.
- The active members should not engage in any activity which is unlawful or causing inconvenience or injury to general public.
Application process
- The applicant has to fill the application form and send it to the local committee along with his/her profile and photographs.
- The application form should be endorsed by at least two active members with their justification on why they believe that the applicant qualifies the criteria of becoming a member and would achieve the objectives of the party.
- The local committee will endorse it and send it to the state level committee.
- Only state level committee can sanction or admit the members.
- Any member once expelled has to go through the entire the application process again.
- A member can have only one membership at a time. If the state of residence of the member changes, then he/she can transfer the membership. The transfer will occur on the recommendation of previous unit.
IV-C TRAINING OF ACTIVE MEMBERS
An active member will have to attend at least three state level training camps to be considered for holding an office. These camps will prepare the members to meet higher responsibilities and train them to progress further in their respective fields.
These training camps will operate at three different levels – Level I, II & III. Successful completion of a training level makes an active member eligible for corresponding committee post described below.
Successful completion of level I training: - Eligible for local committee post.
Successful completion of level II training: - Eligible for district committee post.
Successful completion of level III training: - Eligible for state/national committee post.
IV-D SUPPORTING MEMBERS
- Anyone who shares the objectives of the party can become a supporting member just by paying the stipulated amount of fees.
- A supporting member will not be bound by party rules nor will he/she be an office bearer.
- Neither will a supporting member take an oath nor will he/she be responsible for party's action. Also, the party will not be responsible for his/her actions.
IV-E TERM
The term of the party presidents and other office bearers will be of 3 years. No president can be elected for more than 2 times consecutively except the national president.
ARTICLE V
PARTY PLEDGE
All candidates should sign the party pledge, which is:
“I have full faith in the constitution of India and shall not do anything which goes against it”.
“I shall abide by the constitution of the party and loyally implement the decisions of the party.”
“I shall work in a goal oriented manner towards the upliftment of the downtrodden and needy people without any kind of discrimination based on race, caste, creed, religion, language, faith, region etc.”
“I shall work for children’s rights and abhor child labor.”
“I shall not celebrate for winning any position of power and responsibility.”
“I shall not behave as superior to the citizens rather work as a servant to the nation.”
“I shall use method of persuasion, transparency, tolerance and dialogue and not use force, aggressive language, manipulation or deceit in conflict resolution.
ARTICLE VI
PARTY MEMBERSHIP CARDS
Cards will be issued only after clearing minimum three training camps organized by the party at the state level. Single, uniform cards will be issued all over the country to all members.
ARTICLE VII
RESIGNATION FROM PARTY MEMBERSHIP
- An active member wishing to resign should submit his/her resignation letter at the state level. The result will be decided in a state committee meeting which would be informed to the next higher authority.
- The state committee meeting may also try to persuade the concerned, if necessary.
- The higher authority will make the final decision and accept the resignation.
ARTICLE VIII
EXPULSION
- Disciplinary action committee of maximum 5 members will be constituted by the national and state committee at the national and state levels respectively. These committees shall draw their own procedures.
- A state disciplinary action committee can take action only against units subordinate to it and individuals other than members of the national council and members of the parliament.
- On receipt of a complaint for breach of discipline, the national or state president, may suspend an individual or a unit followed by a show-cause notice within a week of the said order.
- Maximum 10 days time, from the date of receipt of such notice, would be given to a person for reply. The state president, within 7 days after due date of the explanation, shall forward the said complaint along with explanation, if any, to the state disciplinary action committee.
- Disciplinary action committee will submit its report to the president in maximum 15 days. The state president shall then take action based on the recommendations of the disciplinary action committee within a week.
- The final authority to take the decisions in the disciplinary matters of the state level will be the state president. If final order is not passed even after the prescribed time, the case will be referred in the immediate next meeting of the state committee for decision. The state president will communicate the action taken to the concerned person or unit within a month.
- No final decision for breach of discipline shall be taken against any individual or unit without a giving an opportunity of explaining charges made against an individual or unit concerned.
- Any disciplinary action taken at the state level shall be reported to the national president within a week of taking such action.
- Any unit or member aggrieved by the disciplinary action taken by the state unit may appeal, within 15 days, to the central disciplinary action committee. The appeal shall be disposed off within two months. The recommendations of the central disciplinary action committee will be considered only in the next meeting of the national committee.
- The state president shall communicate to the action taken on the decision of the central disciplinary committee to the appellant within one month.
- Any member contesting election against the official candidate of the party will be summarily expelled from the party by the state president or the all India president.
- The national president if he/she so desires, may suspend any member and start disciplinary proceedings against him.
- The national president will have final authority to give the decisions on all such disciplinary matters or otherwise and that will be final and cannot be challenged.
Breach of discipline:
Breach of discipline includes the following:
a) Acting or carrying on propaganda against any program or decision of the party.
b) Opposing the official candidate of the party in elections of public bodies excluding
those where party symbols are not allotted.
c) Violating any rule or disobeying any order passed by a competent authority of the party.
d) Taking a party dispute to any other agency outside the party including print and
electronic media.
e) Collecting funds for the party in unauthorized manner, misusing the party funds or
indulging in malpractices in enrollment of members or in the conduct of party decisions.
f) Acting in a way calculated to lower the prestige of the party or carrying on propaganda
against any party unit or its office-bearers.
g) Actions or behavior resulting into violation of party pledge.
ARTICLE IX
MEMBERSHIP FEE
All members will have to pay a membership fee of 100 rupees per year. The party membership fee shall be given at the time of registration and renewal of membership.
ARTICLE X
DUTIES OF PARTY MEMBERS
- To participate regularly in the activities of the organization and faithfully serve the party.
- To propagate and work towards the improvement of political ethics and believe in the value-based politics.
- To serve without conflict of interest, for the nation and its citizens keeping their interests above self interest.
- To work for the upliftment of the people without indulging in any kind of discrimination based on race, caste, creed, religion, language, faith, region etc.
- To maintain unity in the party without encouraging any kind of groupism or formation of splinter groups.
- To maintain transparency in the matters of personal property and income.
- To maintain the image of the party and not say or do anything outside the party including media that can harm the party or its motives and image.
- To try to publicize and further propagate the party and make more members and supporters of the party.
ARTICLE XI
RIGHTS OF PARTY MEMBERS
- To elect members of the party committee and get elected in them.
- To participate freely in the formation of party decisions or policies.
- To propose ideas regarding their own work in the party and get work assigned to them according o their ability.
- To indulge in constructive criticism towards other party members or decisions and report to the committee concerned giving reasoned replies.
- To present his/her views in front of the committee concerned when charged with any disciplinary action by the party and explain action or behavior related to the alleged mistake committed.
- To place his/her opinion to the higher authority in case of disagreement to the decisions taken by the concerned committee. In all such cases, the member should abide by the party decisions and the differences can be sought out through reconciliation without making it public.

ARTICLE XIII
METHOD OF VOTING
- The method of voting for the party will be held by secret ballot.
- The state level election committee will appoint a representative who will conduct the election in free and fair manner. Any dispute will be solved out by that representative.
- The voting will be done at the gram level for president and 8 functionary members.
- The nagarpalika/gram/shahari committee president will be a member of the district level committee with the other 5 members appointed by the higher authority and will vote for the district president and 8 functionary members.
- The district level presidents will be a member of the state level committee with the other 5 members appointed by the higher authority and will vote for the state president and 8 functionary members.
- The state committee presidents will be a member of the national committee with the other members and will vote for the national president and 8 functionary members.
ARTICLE XIV
VACANCIES
The office vacated by resignation, expulsion or death shall be filled in the same manner in which the vacated member was chosen. The chosen representative shall hold the office for th
e unexpired term of the seat vacated.
ARTICLE XV
NAGARPALIKA/GRAM/SHAHARI COMMITTEE
- The active members will elect nagarpalika/gram/shahari committee president and 8 functionary members.
- Any active member could be candidate for the presidentship or the functionary members.
- Every active member will have the right to cast their votes.
- The elected president will appoint office bearers such as secretary, treasurer etc. from the elected functionary members.
- The state level election committee will appoint a representative to hold free and fair elections.
- The president of nagarpalika/gram/shahari committee will be a member of district committee.
- If the president is elected for the district committee, he will give up his/her current post and a fresh election for the president’s post will be held.
ARTICLE XVI
DISTRICT COMMITTEE
- The district level presidents will be a member of the state level committee with the other 5 members appointed by the higher authority and will vote for the president and 8 functionary members.
- Any member of the district committee can be a candidate for the post of the district president or a functionary member.
- All the members of the district committee will vote for the elections of the president and other functionary members
- If the elected president of the district committee is a president of any nagarpalika/gram/shahari committee, he has to give up his/her earlier post.
- The state level election committee will appoint a representative to hold free and fair elections.
- The president of district committee will be a member of state committee.
- If the president is elected for any post of the state committee, he/she will give up his/her current post and a fresh election for the nagarpalika/gram/shahari committee president’s post will be held.
ARTICLE XVII
STATE LEVEL COMMITTEE
- The district committee president will be a member of the state committee.
- Any member of the state committee can be a candidate for the post of the state president or a functionary member.
- All the members of the state committee will vote for the elections of the president and other functionary members
- If the elected president of the state committee is a president of any district committee, he/she has to give up his/her earlier post.
- The state level election committee will appoint a representative to hold free and fair elections.
- The president of state committee will be a member of national committee.
- If the president is elected for any post of the national committee, he/she will give up his/her current post and a fresh election for the district president’s post will be held.
- The committee will have to appoint the disciplinary committee of 5 members.
ARTICLE XVIII
POWERS AND RESPONSIBILITIES OF OFFICE-BEARERS OF NAGARPALIKA/GRAM/SHAHARI COMMITTEE, DISTRICT COMMITTEE AND STATE COMMITTEE
1. President –
- To preside over the meetings of the committee.
- To nominate office bearers to the committee.
- To allocate the work and the duties among the office bearers of the committee.
- To decide the date of the committee meetings and to convene the meetings.
- To implement the party programs and decisions taken by the national committee in the best way possible.
- To take decision in case of emergency in best interests of the party. Such decision should be approved in the subsequent meeting of the committee.
2. General Secretary –
- To convene meetings as per the instructions of the president, issue circulars and agendas as well as to organize the meetings.
- To maintain the minutes of the meeting and to circulate it among the members.
- To organize programs, meetings, conferences and to look after publicity.
- To run the party office and make necessary appointments with the consent of the president.
- To execute the decisions of the president and the committee.
3. Treasurer –
- To maintain the income and expenditure accounts of the committee.
- To get the accounts examined/ audited and report the same to the committee annually.
- To audit the accounts of the subordinate committees.
ARTICLE XIX
ELECTION OF THE OFFICE-BEARERS OF NAGARPALIKA/GRAM/SHAHARI COMMITTEE, DISTRICT COMMITTEE AND STATE COMMITTEE
- The members of the respective committees will elect the president, General Secretary, Treasurer & other office bearers at the Nagarpalika/Gram/Shahari, District and State level.
- The term of the President and all other office bearers will be 3 years.
- The state level election committee will appoint the returning officer for the elections at the Nagarpalika/Gram/Shahari, District and State level president and other office bearers.
ARTICLE XX
NATIONAL COMMITTEE
- All the state presidents and all elected Members of Parliament and Rajya Sabha Members of the party will be a member of the national committee.
- The other members of the national committee will be elected by the party members and shall consist of not more than 121 members including state presidents having experience as below:.
For the first election after completion of 3 years’ term: 2 years experience as party member
For the next election: 3 years experience as party member
For all further elections: 5 years experience as party member
- Special attention should be given to the women’s, scheduled castes, schedules tribes representation.
- At least 15% of the next national committee should be new compared to the last committee.
ARTICLE XXI
FUNCTIONS OF NATIONAL COMMITTEE
- The national committee is the highest authority of the party.
- The national committee is responsible for ensuring the compliance of the constitution of the party and the proper execution of the party decision and political roles.
- There should be at least one national committee meeting in every six months. A national committee meeting can be called anytime the president calls for a meeting or 1/3 of the committee members make a requisition.
- There should be at least 1 plenary session in one year when all the decisions taken and amendments adapted by the party will be endorsed and moved to action.
- The national committee will elect a treasurer and an audit commission to audit the accounts and report the same to the national committee annually.
- The national committee will form the disciplinary committee consisting of 5 members.
ARTICLE XXII
POWERS AND RESPONSIBILITIES OF OFFICE-BEARERS OF THE NATIONAL COMMITTEE

ARTICLE XXIII
ELECTION OF THE NATIONAL PRESIDENT, GENERAL SECRETARY, TREASURER & OTHER OFFICE BEARERS
The members of the national committee will elect the national president, General Secretary, Treasurer & other office bearers at the National level.
The term of the national president and all other office bearers will be 3 years.
The president of the national election committee will be the returning officer for the election of the national president.
ARTICLE XXIV
ELECTION COMMITTEE
- The national committee shall set up a central election committee comprising of 3 members including its chairman.
- This committee will look after the maters relating to the party election at all levels and will appoint state level election committees with 3 members including its chairman.
- The chairman of the national election committee will be the ex-officio returning officer to conduct election of the national president.
- The term of election committee will be 3 years and during this tenure chairman or members of such committee will not hold any organizational office.
- The state level election committee will look after the elections at nagarpalika/gram/shahari, district and state level and appoint representative for smooth election.
ARTICLE XXV
CHANGES IN THE CONSTITUTION/AMENDMENTS
This constitution can be altered, amended or added only by the national committee with the 2/3rd majority of the present national committee members and should be reported in the yearly plenary session but they can be put into action before at the time of meeting only. The meeting will be held especially of this purpose and all the members should be informed 15 days prior to the meeting of the proposed changes.
ARTICLE XXVI
DISSOLUTION/MERGER OF THE PARTY
The national committee will take the decision for any dissolution or merger with any other political party with 2/3rd majority in a specially convened meeting. In such case all the moveable and immovable property, after paying all the dues/liabilities, will be transferred to such other political party. Such dissolution/merger will be done as per rules and regulations of the Election Commission of India.
